Le Fonds monétaire international (FMI) et le Sénégal ont annoncé mardi 1er septembre un accord sur le principe d’un prêt de 2,2 milliards de dollars (1 240 milliards de francs CFA) afin d’appuyer Dakar et de participer au rétablissement de la santé financière du pays aux prises d’une dette vertigineuse de 132% du PIB.
La décision a été prise près de trois ans après la suspension par le FMI de leur dernier prêt (de 1,8 milliard de dollars) avec le Sénégal, en raison de la révélation par Dakar d’une « dette cachée » de plus de 9 milliards de dollars contractée par l’administration précédente.
Cet accord « de 36 mois au titre de la Facilité élargie de crédit (FEC) d’un montant d’environ 2,2 milliards de dollars » doit être soumis à l’approbation du Conseil d’administration du FMI, précise l’institution dans un communiqué.
Mercedes Vera Martin, à la tête de la mission du FMI menée du 19 août au 1er septembre, précise que comme préalable à l’approbation du CA, l’accord « nécessite des mesures correctives résolues pour appuyer la demande de dérogation des autorités dans le cadre des déclarations erronées de données ». Il requiert également « la réception des assurances de financement nécessaires de la part des partenaires du Sénégal ».
